Your only option in Windows 7 is to use a third party application, such as Stardock's Deskscapes to provide that functionality. I use Deskscapes on my home machine and I love it (most of the time). It does occasionally cause my desktop screen to stop responding after exiting a full screen game, but this is rare. And I can get it to work just by restarting Explorer from the Task Manager.

My idea would be writing up a little sidebar app that runs in fullscreen with the image/video as background. Not sure if this would be more expensive ressource-wise than other solutions. Also: your icons on the desktop would be hidden, so one would have to redraw them on the new layer of the sidebar app.

But I'm sure there is always someone who finds a cleverer way.... (Or is there a way to make those apps transparent for click-events?!)

Writing those apps is really not hard, it's basic Html with some CSS
